Making a public enterprise's performance legible and steerable

A unified financial-data chain for executive management and the supervising ministry · A state-owned enterprise in the extractive sector, West Africa.

ScopeThe operating units' financial data
Structuring decisionUnifying the reference data and the steering chain
Capability installedA platform and workflows operated in-house
The challenge

Executive management and the supervising ministry had no shared view of performance. Financial data were scattered across units, reference data were inconsistent and statements were produced manually, with timelines and comparisons hard to control.

The intervention

Unify the financial data

Centralise the operating units' data and harmonise the customer, supplier, account and analysis-axis reference data.

Rebuild the steering chain

Roll out the management-control dashboards, formalise the validation workflows and digitise the critical procedures.

Organise continuity

Coordinate the finance, HR and IT functions, then hand over the architectures, processes and guides needed for in-house operation.

The results observed

Executive management and the supervising ministry now have a shared, comparable reading of the enterprise's real performance.

What remained

A financial-data platform, standardised reference data, documented validation workflows, and a steering capability operated by the internal teams.
